“This was the last thing delivered to the Queen before she died,” Hardman writes in an excerpt about the findings of the red box. “Like the other red boxes, it had only two keys, one for the monarch and one for the king’s private secretary.”
“We’ll probably never know what they said,” he added. “But it is abundantly clear that the Queen knew the end was imminent and that she had made her plans accordingly. Was it a final instruction or a final farewell? Or both? Queen Elizabeth II was completing her own final unfinished business. ”
The paper noted that the biographer said the late royal consort was also removed from the list of candidates for the Order of Merit, her last royal duty.

“The Queen has always taken this issue extremely seriously,” Hardman wrote. “Her documents had been given to her two days ago and she was able to look over the notes and tick off her choices.”
“This has been completed and sent back to Sir Edward to make the necessary arrangements,” he added. “This was the last document that Queen Elizabeth II handled. Even on her deathbed, she had a job to do, and she did it.”
The Daily Mail also pointed out that a forthcoming biography will also reveal notes from the Queen’s private secretary who was at Balmoral at the time of her death in 2022.
