When you are ready to cook, strain the peas, put them in a large saucepan and pour water. Add smoked turkey, carrots, celery, quartered onion, and 1 bay leaf. Bring to a boil over medium heat. Simmer for about 20 minutes, removing any scum that rises to the top, until the peas are soft but still have a bit of a bite. (They will continue to cook with the rice.) Strain the peas to remove the flavorings and reserve the turkey to set aside.
