Pokémon Go players should equip Glalie with Ice Shard as her first move and Avalanche and Shadow Ball as her charge moves.
Ice Shard has low DPS (6.0) as opposed to Frost Breath (7.0), another fast move that Glalie can learn. However, Ice Shard makes a difference because of its higher EPS (6.7).
As far as charge moves go, Glarie can only learn two out of three different moves.
Avalanche is a powerful Ice-type move that makes a difference. Shadow Ball, on the other hand, is a clear choice as the second charge move.

Is Glarie good?
Realistically, Glarie is not a particularly strong Pokémon for PvP play in Pokémon GO.
Ice types didn’t rank particularly high. Pv pokeGreat League and Ultra League rankings. It’s not a great option on its own, especially since there are so many powerful ice types like Dewgong, Walrein, and Regice.
However, the case of Megaglarie is different. When Mega Evolved, Glary turns into one of the more powerful Ice-types in the game.
